Job Summary:

The Export Control Office and Program at the University of Wisconsin-Madison was established to ensure compliance with United States export control laws. Export control laws can apply to many activities incidental to the education and research missions at UW-Madison. These activities include research with proprietary industry technology, international shipments of advanced scientific equipment and biological materials, participating in international research collaborations, space-related research, international travel, and use of computer software with encryption features.


The Export Control Manager will assist the Director of Research Security Program in the Office of the Vice Chancellor for Research in ensuring that research and services completed at the UW-Madison are conducted in a manner compliant with federal export control regulations, including the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).

Responsibilities:

Serves as the institutional compliance officer for one or more laws that affect institutional-level activities. Develops institution-wide policies, maintains compliance data, and oversees the compliance program and affiliated staff. Develops and delivers training, monitors institutional risk, and communicates risk and remediation strategies to leadership to ensure compliance with institutional policies and/or laws and regulations.
  • 5% Develops and maintains institutional and operating policies and procedures to ensure compliance
  • 10% Directs operational activities and staffing resources for compliance implementation, including outreach, support, and/or investigations
  • 10% Oversees, develops and participates in activities designed to raise awareness of the law(s) and its purpose
  • 5% Provides consultation for resolution of policy violations that involve students, employees, visitors, guests of the institution and/or applicants
  • 40% Serves as a subject matter expert for affiliated matters for internal and external stakeholders
  • 30% Provides guidance and oversight to university personnel compliance, policies, and procedures

Qualifications:

Required:
- Experience interpreting and implementing government regulations.
- Excellent communication skills, both written and verbal.
- Ability to prioritize and manage multiple tasks.


Preferred:
- Experience with export control and research security regulations.
- Strong interpersonal and management skills.
- Technical or scientific background.

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.

Minimum $88,000 Maximum $125,000 ANNUAL (12 months)
